Proposed SC bill requires computer merchants to block online porn

A proposed law in South Carolina would limit users' access to porn unless they're willing to pay a $20 fee, according to the Associated Press.
 
The bill, pre-filed this month by Rep. Bill Chumley (R), would require computer merchants to install digital blocking capabilities that prevent access to obscene content and sites that facilitate prostitution.
 
Sellers can get around the limitation by paying $20 per device sold. Buyers can also pay a $20 fee to disable the filter as long as they verify their age.
 
Money collected from the fee would go towards the human trafficking task force of the Attorney General's Office. 
 
Chumley told the Herald-Journal of Spartanburg that his proposal was intended to protect children from exposure to sexually explicit materials. 
 
The bill has been referred to the House Judiciary Committee. Legislators will be back in session in January.
