Man accused of attempting to kidnap child released on own recognizance

LAS VEGAS (KTNV) — A man with a history of multiple arrests has been released by a Las Vegas court after being accused of attempting to kidnap a child at Planet Hollywood.

According to the Las Vegas Metropolitan Police's arrest report, they were called to the hotel on Feb. 17 at around 7:40 p.m.

Police made contact with the mother of a 10-year-old girl who said Rayburn singled out her family and approached the girl as she walked with her mother and brother.

Rayburn was muttering something under his breath which alarmed the child so she moved to the other side of her mother.

That is when, according to the report, Rayburn "suddenly and without warning" moved behind the girl's mother and placed his hand on the 10-year-old's shoulder in an attempt to lead her away from her family.

The mother of the girl quickly shoved the man away, breaking his grasp.

Rayburn walked away from that family only to walk towards another family with infants in strollers.

This ended up causing a commotion in the casino and security arrived where, according to one of the security officers, he observed Rayburn's hand on one of the strollers.

Rayburn was taken into custody by security staff until LVMPD officers could arrive.

The family with the strollers had left before police arrived and were not interviewed.

Leeland Rayburn was placed under arrest for the charge of attempted kidnapping.

Rayburn has a lengthy criminal history, which includes arrests for robbery, open/gross lewdness and battery. Since 2012, Rayburn has been arrested more than 50 times.

He also has several instances of not appearing for his court hearings.

For this latest arrest of attempted kidnapping, Rayburn was released by a Las Vegas Justice Court judge on his own recognizance on Feb. 18 with the stipulations that he must stay away from all minors as well as Planet Hollywood.

Leeland has been arrested on four separate charges since being released. And he has been released on his own recognizance for those cases as well.

Leeland is due back in court on the attempted kidnapping charge on March 17 for a status check to see if the criminal charges have been filed.
