Police responded to the Harbor Island Apartments near Harmon Avenue and Koval Lane around 11 a.m. Tuesday.
Investigators believe a bullet fired from outside the mother's apartment pierced through a wall and hit the 4-month-old baby girl in the wrist.
"I saw the hole in the wall, and that's when I realized, oh my god, I think my baby just got shot," said the 22-year-old.
The baby is expected to recover from her injuries. Lucas said her wrist was shattered.
A GoFundMe has been set up for the family.
Lucas said she doesn't feel secure in the complex. She's fundraising so that she can move and ensure her family is safe.
"I'm glad that god gave me my babies," she said.
Investigators are still trying to determine whether the shooting was accidental. No one has been taken into custody.
